			<content:encoded><![CDATA[<p></p><p>Perhaps the most important military document you will ever receive is the <a href="http://themilitarywallet.com/dd-form-214-verification-of-military-service/">DD Form 214, Discharge Papers and Separation Documents</a>. This form serves as your proof of military service and is often used to verify military service for benefits such as the <a href="http://themilitarywallet.com/history-of-the-gi-bill/"><strong>GI Bill</strong></a>, <a title="what is a VA Loan?" href="http://themilitarywallet.com/what-are-va-loans/"><strong>VA Loan</strong></a>, VA medical benefits, retirement benefits, employment, and membership in veteran&#8217;s organizations.</p>
<p>Because your DD Form 214 is so important, it is imperative you keep a copy of it for proof of service or eligibility for benefits, organization membership, or other programs. Unfortunately, things happen and your DD Form 214 can get lost or stolen. The following instructions can help you replace your DD Form 214 if you need another copy &#8211; for yourself or a loved one.</p>
<h2>How to replace DD Form 214</h2>
<p>If you need to replace your DD Form 214 you should request a copy of military personnel records from the National Archives.</p>
<p><strong>Two methods for requesting military records:</strong> Veterans and their next of kin have two methods for requesting copies of military records:</p>
<ol>
<li><strong>Electronic method.</strong> <a href="http://www.archives.gov/veterans/evetrecs/">Use the eVetRecs system to create your request</a>.</li>
<li><strong>Paper method.</strong> <a href="http://www.archives.gov/veterans/military-service-records/standard-form-180.html">Mail or Fax a Standard Form SF-180</a> (see address below). Paper forms must be printed, signed, and dated.</li>
</ol>

<h3>Required information to request replacement DD Form 214:</h3>
<ul>
<li>Veteran&#8217;s complete name used while in service.</li>
<li>Service number or Social security number.</li>
<li>Branch of service.</li>
<li>Dates of service.</li>
<li>Date and place of birth (especially if the service number is not known).</li>
<li>Recommended information (not required, but may help expedite the process): Purpose for request (applying for benefits, preparing to retire, researching personal military history), deadline, additional forms or information required.</li>
</ul>
<p>If you believe your records may have been destroyed in the 1973 fire, then you should have the following information available:</p>
<ul>
<li>Place of discharge.</li>
<li>Last unit of assignment.</li>
<li>Place of entry into the service, if known.</li>
</ul>
<p>The Privacy Act of 1974 requires all records requests be submitted in writing, and each request must be signed and dated by the veteran or next-of-kin.</p>
<h3>Who may request military records:</h3>
<p>Only the veteran or the next of kin of a deceased veteran can request a complete copy of a member&#8217;s military service records (limited information may be available to the general public). If you are the next of kin of a deceased veteran and are requesting a copy of the veteran&#8217;s military records, you must provide proof of death of the veteran, such as a copy of death certificate, letter from funeral home, or published obituary.</p>
<p>Next-of-kin is defined as the surviving spouse that has not remarried, father, mother, son, daughter,  sister, or brother. If you are a relative of the deceased veteran, but are not considered next of kin, you can still request a copy of the military service records. However, you need to complete <a href="http://www.archives.gov/veterans/military-service-records/standard-form-180.html">Standard Form 180</a>. <h3>Additional tips when requesting military records</h3>
<ul>
<li><strong>Be patient.</strong> Standard requests for a copy of your DD Form 214 normally take at least 10 days, and may take longer, especially if the records were involved in the fire of 1973. You can check the status of your request via e-mail or by telephone at NPRC Customer Service Line: 1-314-801-0800 (note: this is not a toll-free number).</li>
<li><strong>Avoid military records scams: </strong>Most military records are provided by the National Archives free of charge for veterans, next-of-kin, and authorized representatives. If your request involves a service fee, you will be notified by a representative from the National Archives. There are some companies out there who charge exorbitant fees to do research which can be done by you for free. Keep in mind you must also provide these companies with sensitive and private personal information including your social security number.</li>

			<content:encoded><![CDATA[<p></p><p>One longstanding tradition in the military is the benefits Congress has enacted on the behalf of military members and veterans. As any military member can attest, military base pay is nothing to write home about (check out <a href="http://www.dfas.mil/militarypay/militarypaytables/2009MilitaryPayTables.pdf">2009 pay charts</a>). Without the benefits included in the compensation package, most military members would not be able to survive, especially if they have a family.</p>
<p>Congress has passed many benefits packages to help military members live a better life. One such example is the <a href="http://www.bargaineering.com/articles/8000-first-time-homebuyer-credit-extended.html">proposed extension of the  $8,000 First-Time Homebuyer Credit for military mmbers</a>. The proposal was made to offer military members who spent more than 90 days overseas this year the opportunity to take advantage of the $8,000 First-Time Homebuyer Credit, which they wouldn&#8217;t have been able to take advantage of since they were overseas. Sounds fair. But some people disagree.</p>
<h3>Disagreeing with special military provisions and benefits</h3>
<p>The First-time Home Buyer Credit Extension article for military members was posted on the personal finance blog, Bargaineering.com. It elicited multiple comments, including this reader comment by daemondust, that disagreed with the provision (it can be read in full <a href="http://www.bargaineering.com/articles/8000-first-time-homebuyer-credit-extended.html/comment-page-1#comment-328896">here</a>).</p>
<blockquote><p>Yes, actually, I do have a problem with a lot of those programs. What makes military personnel special? They chose the job, they weren’t forced into it. Yes, it’s dangerous, and yes, they have to be away from home for long periods of time, but a lot of other jobs have exactly the same problems but don’t get those benefits.</p>
<p>Don’t misunderstand me, they are doing a service to the country, but I don’t see anything that makes their sacrifice so much more than anyone else’s.</p>
<p>If things were different and they were forced into it, i.e. drafted, then I would be all for compensating them in ways like this. But they weren’t. They chose the job.</p>
<p>Why not extend this benefit to everyone? Even just everyone in the original class? I wasn’t looking for a house when it was first introduced, but financially I’m in a place where I will be soon. Why does it expire for me Nov 30, and these special people have another year? It was their choice to enter a job where they would likely be away for extended periods of time.</p></blockquote>
<p>Freedom of speech. I love it. As a military veteran I fully support an individual&#8217;s right to speak his voice disagree with public policy. And I exercise my right to respond. You see, I believe this is an instance of someone not truly understanding how military benefits work, and why the system is set up the way it is.</p>
<h3>In response to the comment</h3>
<p>Many military personnel volunteer for military service *because* of those benefits you disagree with. These benefits are considered part of the total compensation package. Again, I will point out the <a href="http://www.dfas.mil/militarypay/militarypaytables/2009MilitaryPayTables.pdf">basic military pay chart</a>. The lowest pay grade earns less than $17,000 per year. After 5 years and an average promotion rate, a reasonable salary expectation would be roughly $28,000 per year (E-5 at 5 years). Officers earn more, and require a college degree &#8211; lowest rate is just under $32,000 per year and after 5 years it should be around $56,700 (O-3 at 5 years). These numbers represent base pay only. Congress has enacted several different benefots provisions to make life easier on military members, however, these are not included in base pay.</p>
<p>The benefits are kept separate from basic pay for several reasons, but the main reason is that military retirement pay is based off base pay. The lower the government can keep base pay, the lower the retirement pay. Other benefits may change by locale, such as Basic Allowance for Housing BAH), or Cost of Living Adjustment (COLA). COLA is a location pay, which is often found in the civilian world as well. You wouldn&#8217;t expect to earn the same amount of money for the same job in Wichita, Kansas as in LA or New York City. Benefits such as BAH, COLA, and other benefits are not included in retirement calculations, and are subject to change.</p>
<h3>Additional military benefits</h3>
<p>There are dozens of different military benefits, however, not all of them are avilable to all military members or veterans. These are two of the most popular benefits.</p>
<p><strong>GI BIll. </strong>The <a title="free GI Bill information" rel="nofollow" href="http://themilitarywallet.com/resources/gibill.php">GI Bill</a> actually costs service members $1,200 to join. That money is not refundable if the benefits are not used, including if a military member dies in combat. The majority of eligible participants never use their full GI Bill benefits, even though they paid into them.</p>
<p><strong>VA Loans. </strong><a title="FREE VA Loan information" rel="nofollow" href="http://themilitarywallet.com/resources/valoan.php">VA Loans</a> offer military members a way to buy a home without a down payment and <a href="http://cashmoneylife.com/2007/05/08/bank-of-america-offes-no-fee-mortgages-no-pmi/">avoid paying PMI</a>. It is also easier for veterans with poor credit to qualify for a VA loan than a conventional loan. However, it is still possible to default or foreclose on a VA Loan. In addition, interest rates for VA loans are often slightly higher than comparable conventional loans because of administration fees that go toward paying for the program.</p>
<h3>Is military compensation enough?</h3>
<p>Congress has enacted special pay and benefits to entice military personnel to continue serving in jobs that are often more dangerous and often pay substantially less in salary than they could earn in the civilian world (even in government civil service). The benefits that are available make life a little easier for some of the people who put their lives on the line everyday.</p>
<p>Military compensation is a complicated topic, and one that requires study to truly understand how much, and in some cases, how little, some military members earn. And even with study, you can still ask the question, &#8220;<a href="http://themilitarywallet.com/do-military-members-get-paid-enough/comment-page-1/">Do Military Members Get Paid Enough</a>?&#8221; The answer is not an easy one to answer, as it is easy to create a scenario to make it appear as though someone is vastly under or over paid. On the whole, I think the program does a good job of giving military members the opportunity to live a comfortable, but not extravagant life. And I don&#8217;t think that is too much to ask.</p>

			<content:encoded><![CDATA[<p></p><p>The Obama administration was considering a <a href="http://www.ajc.com/news/content/news/stories/2009/03/17/veterans_insurance.html?cxntlid=homepage_tab_newstab&amp;imw=Y">bill that would charge veteran&#8217;s insurance companies</a> for medical care related to treatment of combat and service-related injuries. I don&#8217;t know whose idea that was, but it was met with extreme criticism from Veteran&#8217;s groups and military members. A third party billing system would make insurance more costly and difficult for veterans to obtain &#8211; in many cases leading to financial hardship and a lack of heath care for many veterans.</p>
<p>Even with all the criticism the plan received, it looked like the Obama administration was going to push the bill through. Thankfully,wiser minds prevailed and the <a href="http://www.foxnews.com/politics/first100days/2009/03/18/obama-drops-controversial-health-care-plan-wounded-veterans/">plans were scrapped at the last minute</a>.</p>
<p>The right decision was made here. The government sent military members off to war and the governemt should be responsible for the associated health care. Our veterans deserve that much and more.</p>

<p>Let&#8217;s say an Individual put in 15 years active duty, then separated from the Army at his own request with a less than Honorable Discharge.  What would his entitlements be for the time he served in on Active Duty? Is he entitled to Partial Retirement Pay?  Or does he have to put in the 20 years to receive retirement pay?</p>

<p>Hello A.T. &#8211; Thanks for your service to our country.</p>
<p>In most cases one needs to serve 20 years to qualify for military retirement pay and benefits, except in some cases such as disability. If you are looking to get paid, here are your options:</p>
<p><strong>Join the Guard or Reserves</strong>. Your 15 years will count toward retirement through the Guard or Reserves. You would then need to complete 5 more years of service before you would be eligible for retirement pay. Keep in mind that you will not be eligible to receive retirement pay until age 60. Here is <a href="http://www.goarmy.com/reserve/ps/job_certification_and_re.jsp">more information about the Army Reserves</a>.</p>
<p><strong>File a disability claim</strong>. Assuming you have a qualifying disability and it gets approved, you may receive a monthly disability compensation check and possibly health care benefits as a result of your disability. Keep in mind you need to file your claim shortly after leaving military service and you will need your medical records. I highly recommend visiting your local VA representative for assistance with completing the paperwork for your claim. Here are the <a href="http://www.vba.va.gov/bln/21/rates/comp01.htm">current disability rates</a>. The rates receive an annual increase for cost of living.</p>
<p>You should still be eligible for other veteran benefits such as the <a title="VA Loan information" href="http://themilitarywallet.com/resources/valoan.php">VA Loan</a>, <a title="GI Bill Information" href="http://themilitarywallet.com/resources/gibill.php">GI Bill</a>, <a title="military scholarship information" href="http://themilitarywallet.com/resources/military-scholarships.php">Military Scholarships</a>, or other veteran benefits (check with your state or the VA for more information.</p>

That is why the VA is reaching out to vets who are having problems making their mortgage payments. Since 2000, VA counselors have helped about 74,000 veterans, active-duty members and survivors keep their homes, saving the government nearly $1.5 billion.</p>
<p>The VA is not only reaching out to veterans with VA Loans, however. They are reaching out to all veterans who are having difficulty meeting their mortgage payments.</p>
<p style="padding-left: 30px;"><span style="font-family: Arial; font-size: x-small;">“VA is reaching out to veterans &#8212; both those who use our home-loan guaranty program and those who don’t take advantage of our guaranties &#8212; to keep people in their homes,” said Secretary of Veterans Affairs Dr. James B. Peake. “I’m proud of our solid record of success in helping veterans and active-duty personnel deal with financial crises.” &#8211; <a href="http://www1.va.gov/opa/pressrel/pressrelease.cfm?id=1514" target="_blank">VA Reaching Out to Vets with Mortgage Problems</a>, VA website </span></p>
<h3>VA Loan counselors offer assistance to all veterans</h3>
<p>The VA is encouraging military members, veterans and surviving widows with at-risk loans to seek advice from VA loan counselors even if their loans are not VA-guaranteed. While VA Loan counselors don&#8217;t have the authority to restructure loans (whether or not the are backed by the VA), they can advise veterans on their options including methods to negotiate their mortgages with their mortgage holder.</p>
<p>If you are a veteran who is having difficulty, consider contacting the VA&#8217;s loan counselors for some ideas on how you can meet your obligations. It&#8217;s easy, just call 1-877-827-3702. It&#8217;s a the toll free number that will automatically direct you to the nearest of nine VA regional loan centers.</p>
<h3>Many VA Loans avoided the subprime mess</h3>
<p>While the number of foreclosures in the US has increased over the last few years as buyers have been enticed by teaser loans and exotic mortgages, the number of VA loan foreclosures has dropped. This is because VA Loans go through a standard screening process before approval.</p>
<p>In recent years it has also been possible for homebuyers to purchase homes without mortgage companies verifying income, credit, and other vital financial information. Not so for VA loans.</p>
<p style="padding-left: 30px;"><span lang="EN">&#8220;We never did the same things [as mortgage companies] as far as changing rules for what it takes to get a loan,&#8221; said Judith Caden, director of the VA Loan Guaranty Service, in a phone interview. &#8220;We&#8217;ve required underwriting and always had underwriting standards. We&#8217;ve always required that [applicant] income and credit be documented. We made sure that someone getting a VA loan could afford that loan.&#8221;</span></p>

In fact, over 90 percent of VA-backed home loans were given without a downpayment. 			<content:encoded><![CDATA[<p></p><p>One of the best benefits that many military veterans have is the GI Bill. Unfortunately, many veterans don&#8217;t take advantage of this benefit. There are many reasons people don&#8217;t take advantage of the GI Bill &#8211; not enough time to go to school, no desire for more education, or no need. But this is costing them a lot of money! Many people aren&#8217;t aware that they can make money by using the GI Bill!</p>
<h3>How to Make Money with the GI Bill</h3>
<p>The GI Bill pays veterans based on how many hours of classes they are taking, based on a prorated scale of full-time, ¾ time, ½ time, and ¼ time. (Rates for Active duty military members are capped at tuition costs). Check out the <a href="http://www.gibill.va.gov/GI_Bill_Info/rates/CH30/ch30rates100107.htm" target="_blank">GI Bill rates</a> for more info.</p>
<p>GI payments are intended to be used for school related costs, but there is no stipulation on how the money must be used. In fact, a check is written directly to the veteran to be used how and when the veteran wants to use it.</p>
<p>This means that is your tuition costs less than the full time GI Bill rates, you can keep the difference. This may be hard to find unless you are going to a Community College or State School. But there are other ways you can make money with the GI Bill.</p>
<h3>If your tuition costs are covered, you can still receive the GI Bill</h3>
<p>If your tuition is covered by an employer&#8217;s tuition assistance program or via a scholarship, you can still receive full GI Bill benefits! I have a friend who is currently taking advantage of this benefit and is earning over $1,000 per month while going to school. His employer is covering the cost of his tuition, and he is earning his full GI Bill benefits. This is money in his pocket!</p>
<p>The same thing goes for scholarships. If you have a full-ride scholarship, the GI Bill is money in your pocket!</p>

			<content:encoded><![CDATA[<p></p><p>With the school year coming to a close, now is a great time to apply for a few more scholarships before college starts up in the fall. College and college-bound children of military members are invited to apply for $1,000 scholarships through Homefront America&#8217;s <strong>American Patriot Freedom Scholarship Program</strong>. A total of twenty-five scholarships will be given.</p>
<p><strong>Applicants must submit an essay of 500 words or less on one of four topics:</strong></p>
<ol>
<li>&#8220;Why I love my country&#8221;</li>
<li>&#8220;Challenge(s) in my life and how I overcame it/them&#8221;</li>
<li>&#8220;Of all that my dad/mom have done for me, I am most thankful for &#8230;&#8221;</li>
<li>&#8220;My number one American hero.&#8221;</li>
</ol>
<p>Essays will be judged on originality, length, relationship to topic, grammar and spelling.</p>
<p><strong>Scholarship Eligibility. </strong>Persons ages 16-21 are eligible. They must be children of active-duty, disabled or fallen service members, retirees and activated or deployed guardsmen and reservists.</p>
<p>Applications are available to download at: <a href="http://www.homefrontamerica.org/" target="_blank">Homefront America</a>.</p>
<p>Deadline for applying is May 30, 2008.</p>

The <a href="http://www.ohiohome.org/homebuyer/heroes.aspx" target="_blank">Ohio Heroes Program</a> is a new first time home buyer program that aims to help Ohio residents in certain professions qualify for a 30-year, fixed rate mortgage.</p>
<p>These loans are made through the Ohio Housing Finance Agency (OHFA) and are available to qualified full-time employees in the following professions:</p>
<ul>
<li>Active Military</li>
<li>Emergency Medical Technicians</li>
<li>Firefighters</li>
<li>Healthcare Workers</li>
<li>Military Veterans</li>
<li>Paramedics</li>
<li>Police Officers</li>
<li>Teachers</li>
</ul>
<p>Loans through the Ohio Heroes Program will be at a quarter percent below OHFA’s First-Time Homebuyer Program rates. The borrowers must meet OHFA’s standard mortgage guidelines, which provide low, competitive mortgage rates through conventional loans or FHA, VA and USDA-RD government loans. There are income and sales price limitations.</p>
<p>This is a great way for the state of Ohio to recognize the men and women who proudly serve her people.</p>
