The Navy Federal Flagship Premier Visa Signature® credit card is a newly offered luxury travel rewards card. If you are eligible for Navy Federal membership and want a travel card that earns well, costs almost nothing to keep, and with the intention of helping with aspects of life that can particularly affect the military community, Flagship Premier is the card. Everything below shows you exactly why.
Here’s the “aha” moment: Most cards that reward travel at a flat 4x either bury the rate behind a booking portal or charge a premium annual fee. The Flagship Premier card earns 4x on flights and any transportation (rental cars, ride-share, etc.) without a travel portal.1 Its APR also currently tops out at 18%, well below where a lot of rewards cards start.2 It includes several credits ($100 airline credit5 and a TSA Pre?® or Global Entry up to $1204) and a welcome bonus.³
The 50,000-point welcome bonus is worth roughly $500 toward travel or cash when you spend $4,000 in eligible purchases in the first 90 days.3 (That offer is open to applications between September 10, 2026, and January 3, 2027.) Add 3x points on dining1, an annual $100 airline credit5, Global Entry or TSA Pre?® credits4, and for those who take advantage of these benefits, the card can earn its annual $95 annual fee2 back quickly.
Within Navy Federal’s lineup, the Flagship Premier sits at the top of its travel cards. It skips luxury perks like lounge access, but it keeps the earning simple and the fees unusually low.

Why the Navy Federal Flagship Premier Works for Military Families
Frequent travel comes with the territory in military life, whether it’s a PCS move, block leave, or a last-minute flight home. The Flagship Premier card is designed around that reality.
Points here are flexible. You can redeem them for travel, cash, gift cards, and more, and they don’t expire as long as your account stays open. There’s no cap on what you earn. A few features help households that move often or spend overseas:
- 4x points on all travel (airline, hotels, and transit), with no portal or specific booking site required1
- 3x points on dining, including restaurants and takeout1
- No foreign transaction fees, which saves the 3%-5% many cards tack onto each international transaction2
- No balance transfer fee, and no cash advance fee at Navy Federal branches or ATMs, which few cards drop entirely2
Built for the Military Community
Navy Federal is a member-owned credit union whose entire membership base is the military community, and the Flagship Premier reflects that. The card’s design choices line up with how military households actually spend: flat 4x on travel with no portal captures the rental cars, lodging, and flights that pile up during a PCS, and no foreign transaction fees means an overseas assignment or a leave trip abroad doesn’t carry a surcharge.2
The rate ceiling belongs in that conversation too. Several factors affect a servicemember’s pay and expenses. Their status, whether it be active duty, deployment, imminent danger pay, PCS move, or transitioning to civilian life can drastically affect how much money is coming into a monthly budget. With an APR topping out at 18%, it’s a stronger card than other cards to carry a balance for a month or two than a rewards card whose range starts near that number.2 Imagine having a $1,200 balance you carry over after a month. With other cards with higher APRs, you could find yourself pay tens, to hundreds of dollars in extra interest fees based just on interest, no other reason.

Simple, Flexible Rewards
The earning structure is easy to remember: 4x on travel, 3x on dining, 1x on everything else.1 You don’t track rotating categories or activate anything each quarter.
One caveat worth knowing: Navy Federal relies on merchant codes to identify travel and dining. A restaurant inside a casino or grocery store may code as something else and earn 1x instead of 3x.1 That’s standard across the industry, not specific to this card.
Travel Credits That Can Help Offset the Fee
The two travel credits can help offset the $95 annual fee. The first is a $100 airline statement credit each year, earned after you spend $100 or more on airline-coded purchases.5 It resets on your account anniversary and doesn’t roll over, so it pays to use it. Only the primary cardholder earns the credit, though authorized-user purchases count toward the $100.5
The second is up to $120 in statement credits for Global Entry or TSA Pre?® application fees, once every four years.4 That’s more than the $100 most competitors reimburse.
Put those two credits together and the card more than pays for itself before you earn a single point. The $100 airline credit alone covers the $95 annual fee, making the floor value of holding this card a net positive of $5. That’s the minimum.
What Really Sets Flagship Premier Apart
The low APR is the piece most travel cards can’t match. Rates range from 15.74% to 18.00% based on creditworthiness, and the 18% ceiling is well below where many rewards cards begin.2 If you ever carry a balance during a tight month, that gap matters. Combine the low rate with flat 4x travel, no booking portal required, and no foreign transaction fees, and you get a card that’s forgiving as well as rewarding.
Navy Federal Flagship Premier Applying & Approval Process
You need to be a Navy Federal member to apply for the Flagship Premier card. Navy Federal membership is open to active-duty servicemembers, veterans, families, and DoD civilians. If you fall into any of those categories, you can check your eligibility and join on Navy Federal’s membership page.6
Beyond membership, applicants typically need good to excellent credit, steady income, and a reasonable debt-to-income ratio. If you are not yet a member, you can open membership and apply for the card in one sitting.

Navy Federal Flagship Premier Pros and Cons
Pros
It’s a strong fit if you want flat 4x travel with no booking portal.1 The ease of booking travel gives this card a lifestyle convenience bonus. Also, what may be the most impactful on your budget, this card has a lower maximum APR than most cards in its space.2 It also allows you to skip foreign transaction fees and balance transfer fees, and there’s no cash advance fee at Navy Federal branches and ATMs.2 Plus, it’s a nice metal card, giving you durability and a sense of luxury.
Cons
Navy Federal membership is required, though eligibility includes active-duty servicemembers, veterans, families, and DoD civilians.6 For most readers of this page, that is not a barrier. Another sign it may not be the card for you is if you’re someone who prefers premium perks like airport lounge access, or who spends most of your budget outside of travel and dining.
Maximizing Benefits
- Earn the bonus fast: Spend $4,000 within 90 days to lock in 50,000 points, about $500 in value.3 Allow up to eight weeks after the 90-day purchase window closes for the points to post to your account.³
- Put all travel on the card: The 4x rate applies wherever you book, so there’s no reason to route trips through a portal.1
- Use the airline credit every year: Charge at least $100 in airline-coded purchases to trigger the $100 credit, and remember it doesn’t carry over.5
- Reimburse Global Entry or TSA Pre?®: Charge the application fee to the card for up to $120 back every four years.4
- Spend abroad freely: With no foreign transaction fees, overseas purchases skip the usual surcharge.2
Bottom Line
The Navy Federal Flagship Premier Visa Signature® Credit Card is one of the more sensible travel cards in the military space.
The best part? You get 4x travel with no portal required1, a bonus worth about $500³, two credits that can cover the annual fee4 5, and an APR that stays low if life happens.2
For Navy Federal members who travel often but don’t want a premium card’s price or complexity, it’s an easy everyday carry.

1 Rewards Structure
Flagship Premier Visa Signature® Credit Cards earn 4 points for every $1 of eligible purchases made on travel, 3 points for every $1 of eligible purchases made at restaurants (dining), and 1 point for every $1 of other eligible purchases. Eligible purchases are purchases for goods and services, minus returns and other credits. Eligible purchases do not include fees, interest charges, balance transfers, gambling, convenience checks, cash advances, or other cash-equivalents (e.g., money orders, gift cards, prepaid cards). Merchants are assigned codes by payment networks based on what they primarily sell. We rely on this information to identify travel and restaurant purchases. Travel is typically coded as airline, hotel, car rental, bus lines, taxis, cruise lines, time shares, parking, rideshare, and transit. A travel or restaurant purchase may only earn 1 point per dollar spent, depending on the code used to process the transaction. If the purchase is not identified as a travel or restaurant purchase, it will receive 1 point per dollar spent. For example, purchases made at restaurants within another establishment (e.g., casino, grocery store, event venue) may not be assigned a restaurant code, which means they will only receive 1 point per dollar spent. For more information, view the Program Description for the Flagship Premier Card at navyfederal.org/FlagshipPremier.
